*Allowance

This position is eligible for the Pay Market Modifier which is valued at 7.7% of the basic annual salary $87,459 - $106,386 effective April 1, 2024 for the trainer position. The above includes the 7.7% Pay Market Modifier for the trainer position.

Job Summary

Major Responsibilities:

  • Develop and provide pay specialists with the necessary training, resources and tools to deliver pay and benefits services;
  • Identify training needs, mentor and coach pay specialists;
  • Monitor the training progress, provide a review of assignments and perform a follow-up to monitor the level of understanding and to ensure knowledge has been attained;
  • Co-ordinate and administer pay and benefits services by counselling, documenting and advising employees, by applying policies and guidelines and by liaising on an ongoing basis with other federal government departments (OGD);
  • Review, verify and resolve complex pay issues by conducting in-depth analysis, recommend solutions when problems arise;
  • Keep abreast of changes to the pay-related Treasury Board and organizational policies, the Collective Agreement, guidelines and regulations by ensuring they are reviewed and understood in training;
  • Prepare and deliver information sessions to employees related to compensation legislation and directives;
  • Exercise the delegation of authority under section 34 of the FAA by ensuring payments from the consolidated fund is certified in a manner prescribed by Finance;
  • Represent our organization at external working groups to ensure requirements are incorporated/considered in enhancements to systems, training and other elements.

Education

  • Undergraduate degree and three (3) years of experience or
  • College diploma and four (4) years of experience or
  • High school diploma and five (5) years of experience

The educational program must be from an accredited learning institution recognized in Canada.

 

If you completed a program outside of Canada you will be required to obtain proof of a Canadian equivalency at your expense through a recognized credential assessment service.

Note: Any higher level of education could be recognized as experience.

Experience

  • Experience performing all pay and benefit transactions using the Phoenix Pay System.
  • Experience in providing advice and guidance on pay and benefit related issues to employees at all levels, including managers;
  • Successful completion of pay specialist training with the Public Services and Procurement Canada (PSPC);

Assets

An asset qualification is a qualification which can enhance the ability to perform the work based on current and future business requirements, but which is not strictly required. Assets can help determine right fit

  • Experience in informal supervision2.

Depending on the number of employees to be supervised, this may involve various degrees of experience in planning, coordination, control and leadership of human resources. These skills may have been acquired through both work-related and other experiences, including voluntary, as a supervisor or not.
