INTENT OF THE PROCESS

The purpose of this process is to create a pool of candidates that will be used to staff positions within the Canadien Space Agency branches such as Space Exploration, Space Utilization, Space Science and Technology. It would be also used for appointments at similar positions with employment tenures, locations of work, language requirements, security requirements that may vary depending on the needs of the positions being staffed.

 

IMPORTANT NOTE - Please read the following carefully:

#1 - When you apply for this selection process, you are not applying for a specific position, but for a collective staffing process to fill various engineering positions (EN-ENG-05). We have grouped the positions into 2 streams, Stream 1, which are Senior Project Management Engineer positions, and Stream 2, which are Senior Systems Engineer positions. Depending on the stream, specific essential qualifications are required. We invite you to apply to the streams of your choice, according to your interests. 

Please take note of the qualifications for the two positions below to determine whether you wish to apply on one or both stream.

#2 - The sub-delegated manager has deemed that assessments from the processes EN-ENG-05 – Senior Engineer Project Management (21-CSA-EA-85274) and EN-ENG-05 - Senior Systems Engineer (20-CSA-EA-84953) will be transferable in whole or in part to the current process but candidates must apply to the new process in order to have their results transferred. Please note: due to the age of the processes, it is likely that when this new EN-ENG-05 qualified pool is established, the process EN-ENG-05 – Senior Engineer Project Management (21-CSA-EA-85274) and EN-ENG-05 - Senior Systems Engineer (20-CSA-EA-84953) pools will be closed.

 

EN-ENG-05 - Senior Engineer, Project Management

 

ESSENTIAL QUALIFICATIONS

LANGUAGE REQUIREMENTS:

Bilingual imperative - various linguistic profiles: BBB/BBB or CBC/CBC

EDUCATION :

  • A bachelor's degree in engineering from a recognized university with specializations related to the functions of the position, such as, but not limited to : aerospace, computer, electrical, mechanical and biomedical.

OR

  • Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.

Diploma Equivalency 

EXPERIENCES

  • At least ten (10) years of experience in evaluating, analyzing, and solving problems in the engineering field.

  • At least ten (10) years of experience in providing technical and strategic advice in the engineering field.

  • At least three (3) years of experience in negotiating with various stakeholders.

  • At least five (5) years of experience in managing* projects or programs with varying degrees of complexity and magnitude.

*Managing is defined as being directly responsible and not limited to planning (including option analysis), cost and schedule scope, risk management or contract management.

KNOWLEDGE:

  • Knowledge of project management.

ASSET QUALIFICATIONS

EDUCATION AND TRAINING: 

  • Graduate degree from a recognized university in Business Administration or Project Management or in an engineering specialty relevant to the duties of the position.

  • Project Management Professional (PMP) Certification

  • Graduate degree from a recognized university in a discipline related to biomedical engineering, health or life sciences.

EXPERIENCES :

  • Experience in managing space projects.

  • Experience in managing projects involving partnership with governmental organizations.

  • Experience in team supervision.

  • Experience in strategic plannng.

  • Experience with project management stage-gate models and/or working as part of an Enterprise Project Management Office (EPMO).

KNOWLEDGE: 

  • Knowledge of policies and guidelines of federal organizations governing project management, such as : Treasury Board, Public Services and Procurement Canada, and other federal organizations.

  • Knowledge of new trends and developments in biomedical technologies, as well as the strengths of Canadian academia and industry.

OPERATION REQUIREMENTS:

  • Willingness and availability to travel in Canada or abroad upon request and often on short notice.

  • Willingness and availability to work overtime upon request.

CONDITIONS OF EMPLOYMENT:

EN-ENG-05 - Senior Systems Engineer

 

ESSENTIAL QUALIFICATIONS

  • Bachelor’s degree from a recognized university in an engineering discipline relevant to the duties of the position to be staffed, such as but not limited to: Aerospace, Computer, Electrical, Mechanical, Systems, Software.

OR

  • Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the duties of the position to be staffed.

Diploma Equivalency 

EXPERIENCES: 

  • At least ten (10) years of experience within the last twenty (20) years in evaluating, analyzing and solving engineering problems and in making recommendations.

  • At least three (3) years of space, aerospace or aeronautical systems engineering* experience within the last ten (10) years.

*: Systems engineering is interdisciplinary and includes the technical specification and requirements development and management as well as the technical supervision and/or coordination of design, development, integration, test, verification, and commissioning activities of intricate systems ensuring their functionality, safety, reliability, and performance.

  • At least three (3) years of experience within the last ten (10) years in dealing with personnel from contractor firms or other external stakeholders, either on technical or management matters.

KNOWLEDGE: 

  • Knowledge of space systems engineering standards and pratices.

  • Knowledge of space systems and space mission life cycle.

  • Knowledge of the space environment and its impact on space systems design and verification.

ASSET QUALIFICATIONS

EDUCATION AND TRAINING: 

  • Post-graduate degree from a recognized university in an engineering discipline relevant to the duties of the position to be staffed, such as but not limited to: Aerospace, Computer, Electrical, Mechanical, Systems, Software.

EXPERIENCES:

  • Experience in managing functional or matrix personnel in a project, technical or scientific development, or operations environment.

  • Experience in Systems Engineering of electro­mechanical systems, particularly for systems required to operate in harsh environments**

** Harsh environments include operation in extreme temperatures or pressures, or under rapid changes in temperature or pressure, or under exposure to ionizing radiations, corrosive agents, humidity, acceleration, vibration, micro-gravity, etc..

  • Experience in a particular type of Satellite Spaceflight Mission (Communications, Earth Observation, Science, etc.) directly relevant to the duties of the position.

  • Experience in a particular type of Space Exploration Spaceflight Mission (Human spaceflight, Planetary, Astronomy, etc.) directly relevant to the duties of the position.

  • Experience in a space specialty engineering (Electrical, Mechanical, Software, etc.) directly relevant to the duties of the position.

  • Experience in working in an international collaboration program.

  • Experience in the development of software products for complex space systems.

  • Experience in Life Cycle Management of space, aerospace or military software development and maintenance.

  • Experience in financial management — Delivering through budgets and assets.

  • Experience in two or more of the key Space Mission Life-Cycle phases (Definition, Design, Development, and Operations) directly relevant to the duties of the position.

  • Experience in assembly, integration and tests of space systems.

  • Experience in the interdisciplinary technical supervision and/or coordination of at least three of the following activities: design, development, integration, test, verification of space systems.

CONDITIONS OF EMPLOYMENT:

  • Willingness to travel in Canada or abroad several times per year for short durations.

  • Willingness to work at other facilities in and outside Canada (some of them may require special access) in support to operational needs for periods of a few days to a few weeks.

  • Willingness to work overtime upon request and sometimes under tight deadlines.

  • Willingness to work shifts occasionally (e.g. during periods of integration and test).

  • Willingness to relocate for a period of up to 3 years (e.g. in event a senior resident engineer is required at a contractor facility) in Canada or abroad. (only applicable for particular positions)
